Bloomfield Police advised that Hartford Police were with the red Chevrolet Sonic bearing CT REG AD42906 in front of 43 Alden Street, Hartford. Ofc. Teixeira, Ofc. Bangs and I arrived at Schlar's address and observed the door of apartment to be ajar. We entered the apartment and made contact with two HPD officers, Ramos and Aleves. Ramos stated upon knocking on Schlar's front door, Schlar invited both officers inside. It should be noted that upon entering Schlar's residence, I immediately recognized Schlar as the operator of the red Chevrolet Sonic bearing CT REG AD42906. Probable cause existed to believe Schlar committed several criminal and motor vehicle crimes. I then placed Schlar under arrest. Schlar was handcuffed using two handcuffs which were double locked and checked for proper fit. Ofc. Bangs searched Schlar incident to arrest and escorted Schlar to my police vehicle. It should be noted that upon entering Schlar's residence, I saw a black pea-coat to his right and black sunglasses behind him on his desk. Both of these items were seen on Schlar's person at the time of the incident. At this time, Schlar was cooperative but did exhibit several signs of impairment which included glossy eyes, slow speech, lack of balance and he was sweating heavily. I then transported Schlar back to the Bloomfield Police Department
At the Bloomfield Police Department Schlar was placed in a holding cell. Shorty after, I was notified by Ofc. Santamorena and Ofc. Allin that Schlar was blocking the camera in the holding cell. Upon going to check on Schlar with several Bloomfield Police officers. 11 saw that he had stripped naked, flooded his cell, partially covered the windows with his mattress and began to fog up the holding cell with steam from hot water. Schlar then began to splash around in the water and would not listen to commands to stop. Schlar then
