On 1/23/22, I was en route to 1300 Hall Boulevard (Cigna) from Blue Hills Avenue and East Wintonbury Avenue to assist officers on an erratic operator. While en route, Ofc Farrah stated he was traveling eastbound on Cottage Grove Road behind the suspect vehicle (a red Chevy Sonic, bearing Connecticut registration AD42906). As I turned onto Cottage Grove Road, traveling westbound, I observed the suspect vehicle along with officers traveling behind the vehicle. As the vehicle continued traveling eastbound on Cottage Grove Road the operator drove onto the median to turn left and travel westbound. As the operator was traveling westbound on Cottage Grove Road, he turned left onto Douglas Road. As the vehicle turned onto Douglas Street, I drove towards Britton Drive and Blue Hills Avenue which is the only exiting road for the vehicle to take. As I turned onto Britton Drive, Ofc Farrah stated the operator was traveling eastbound on Britton Drive towards Blue Hills Avenue. The operator then exited Britton Drive and began traveling southbound on Blue Hills Avenue. As officers continued traveling southbound on Blue Hills Avenue behind the vehicle, St Rodriguez ordered officers to stop pursing. Myself along with the officers in front of me stopped our cruisers and pulled over at Blue Hills Avenue and Harold Street in Hartford.
The operator of the vehicle was a white male with chubby cheeks, wearing sunglasses and having dark hair.
I then went to the Bloomfield Police Department and spoke with the witnesses to the incident at Cigna. The first witness I spoke with was Susan Zamstein (DOB: 07/20/66). Susan stated at 1130 hours, she and her husband, Jacob Zamstein (DOB: 5/13/51) went to Cigna to go on a run and walk. Susan stated she went for a run as Jacob walked around. Susan stated at approximately 1155
